There really is no alternative to a friendly (or otherwise) secession and self-sorting of residence by those who would follow the pre-New Deal Constitution. Given the American establishment's capture of the 2020 presidential election, who is foolish enough to believe that they will allow the country class to win the White House again?

Really dumb article. Tennessee and Texas both have clauses in their constitutions set aside for allowing for secession. Most conservabergs have no idea that the states, in fact, created the federal government. They did so with the Articles of Confederation, and they did so again with the second constitution. Even before the War of Northern Aggression, there were attempts by New England states to secede, and they had every right to do so to form their own union or confederation. Denying any states this right is un-American to the core. "American principles" room temp IQ conservatives love to squawk about were created, in part, out of whole cloth by Jewish neoconservatives such as Jaffa, who saw that the federal government after Lincoln truly represented the "American" ideal.

The only actual argument here seems to be that secession implies lack of focus on building robust institutions outside of existing ones.

I don't feel that follows, and in fact is implicitly contrary to any serious discussion of the topic. Secession involves real concerns like building a military, negotiating trade, borders, a legal framework, a financial framework, etc. The institutions required to build a real counterweight seem to overlap considerably that even if secession itself never happens, it is an operating principle that efforts can coalesce meaningfully around.
